A planning application ref: CB/18/03827/FULL was submitted for 19 dwellings, provision of public open space, new accesses off Hillfoot Road, landscaping, re-arrangement of parking provision on Hillfoot Road and all associated ancillary works. The planning application was refused and is subject to a planning appeal ref: APP/P0240/W/18/3217688, which is to be heard by Public Inquiry commencing on 30th April 2019.
As part of the consultation process during the application, the Council’s Highways Officer made a number of comments that required amendments to the scheme. It was determined by the Council that these amendments could be dealt with by way of a planning condition. However, we have incorporated those amendments in advance of the Inquiry to demonstrate that they are achievable with no material changes to the development as previously submitted.
Information is provided in a schedule which lists the comments of the Highways Officer and our response to those changes, detailing changes to the plans. To enable you to compare the changes, the originally submitted plans are shown along with plans illustrating the proposed amendments.

Given that the tracking diagrams are best fit, if the adjacent plan is enlarged the refuse vehicle is;
a) Clipping the corner of the visitor parking bay: possible damage to a vehicle b) At the frontage of plot 3, running against the kerb radii: damage to the kerbing and maintenance costs c) At the frontage of plot 4, running on the kerb radii and the footway: damage and loosening the kerbing and damage to the footway causing a hazard and maintenance costs d) Opposite plot 4, running on the kerb: damage and loosening of the kerbs causing a hazard and maintenance costs |
a) The visitor spaces adjacent to plots 3 and 4 have been relocated;

Plots 2 and 3 have an additional 5.0m in front of the parking spaces which will ‘entice’ vehicle parking here clear of the public highway but obstruct the pedestrian visibility splays. There should be a footway with pedestrian dropped kerbs link at the junction of the proposed access with the footpath adjacent to no. 27 Hillfoot Road. This is the desire line for pedestrians to access the footpath. It is not acceptable to expect pedestrians to walk to the junction with Church View Road to access the footpath, or walk along the narrow demarcated area in front of the terrace properties, that is often obstructed, has no kerbing, has steps for the properties within it, and is not wide enough for a parent and child or parent and buggy without walking in the carriageway. | Dropped kerbs are now shown on the revised layout plan either side of Hillfoot Road. |
The northern access road has also been widened slightly to remove any body overhang from vehicles over the footway.

The above amendments result in an adjustment to all of the layout drawings. The planning layout has been amended and the tracking and parking drawings have also been updated accordingly.
The amendment to the double garage serving Plot 3 results in the garage moving 1 metre further back. To mitigate any impact, it is proposed to fully hip the garage roof so that it is the same garage type as proposed for Plots 1, 2 and 10.
The double garage plans have therefore been amended so that the standard double garage is only proposed on Plot 9. Previously this was proposed for Plots 3 and 9.
The hipped double garage is now proposed on Plots 1, 2, 3 and 10
Images illustrating views from the site to All Saints Church and views of the Central Open Space have been updated. An additional view of the site from the northern access has been prepared
